Czech and special characters are not working on my website.

I am not able to host czech and special ("") characters . They are displayed like 1@3 or something simillar. Also I have problem with the <link> elements:
css in that file had no effect to the website, please help. Thanks guys!

I have created anothe website and there is <link> element working. I just need solution to not working czech characters. Thanks for your time.

Please set charset and file encoding to utf-8
